Margaretta's school-based health center opens

CASTALIA — The Erie County Community Health Center and the Erie County Health Department are proud to announce the official opening of the Margaretta School-Based Health Center. Now open, this new facility, located at the Margaretta Schools' board office, 305 S. Washington St. in Castalia, is designed to provide students, staff and the surrounding community with convenient access to high-quality health care. By placing medical services directly within the school environment, the health center aims to reduce barriers to care, minimize time away from the classroom and support the overall well-being of the Polar Bear community. "Opening this center at Margaretta is a major milestone in our mission to expand health care access throughout our region," said Troy Chaffin, CEO of the Erie County Community Health Center. "We believe that healthy students are better learners," Chaffin added. "This partnership allows us to provide essential primary care and preventive services right where students spend the majority of their day, ensuring they have the support they need to thrive academically and personally." The Margaretta School-Based Health Center will offer a wide range of services, including: • Routine physicals • Immunizations • Acute care for illness or injury • Oral health services • Mental health support "This project is the result of a strong, collaborative vision between the health department and the Margaretta" school district, county health commissioner Pete Schade said. "We are committed to building a healthier future for Erie County, and that starts with our youth." Q&A From previous reporting, here are more points to understand about this facility: Q: Who can use the facility? A: It's primarily intended for people who live in Castalia, Margaretta Township and the immediate surrounding areas. It'll also serve students, faculty, administration and staff with ties to Margaretta Schools and/or Townsend Community School before, during and after the school day. Q: How will this specifically support students? A: School-based health centers play a crucial role in student success by: • Improving student health outcomes by providing immediate access to care for acute illnesses, managing chronic conditions and offering preventive services • Enhancing academic performance because healthy students are better learners; Addressing health concerns promptly reduces absenteeism and improves concentration in the classroom. • Supporting mental wellness by offering accessible mental health services; This helps students cope with stress, anxiety and other emotional challenges, fostering a supportive environment for their overall development. • Improving access to prescription medications; The Erie County Health Department's new community pharmacy, which opened this past fall, will be available to deliver needed prescriptions to students who have a signed consent form on file with the school-based health center. Q: How will this specifically help others? A: For parents, the school-based health center offers unparalleled ease of use. It eliminates the need for parents to take time off work or arrange transportation for their children to attend appointments as health care is conveniently located on school grounds. This integration streamlines care and reduces logistical burdens on families. Additionally, this could mean fewer missed class days due to illnesses. Beyond the school day, the school-based health center will also serve the wider Margaretta and Castalia communities. During non-school hours, community members will be able to access the health center's services, further expanding access to primary and mental health care in the area. "The Margaretta school-based health center will be a resource for everyone in the area, not just students," Schade said. "It is about removing barriers and providing quality, preventive care where people live and work. This is a win for the students, the district and the entire Erie County population." Q: What will it provide? A: The new school-based health center will offer a broad range of primary and mental health services, providing accessible and much-needed care directly within the school environment. The Erie County Community Health Center is the only comprehensive federally qualified health center in the area, offering primary, behavioral/mental health, oral health, addiction and crisis services to the community. The school-based health center will offer affordable care, giving residents the opportunity to receive health care based on prevention. Like the county's other school-based health centers, it will be staffed by licensed and credentialed doctors, nurses, counselors and support staff. Q: How is this being funded? A: The health department locked down $900,000 in state funds to fully cover start-up and many initial operating costs without any local tax dollars committed. At Margaretta, there is no cost-sharing agreement involving the district. Its school-based health center will be fully funded by the health department and outside grant sources. Securing state grants for start-up and initial operating costs represented the largest financial hurdles in pursuing such a facility, officials said. Health officials expect to receive reimbursements from Medicaid and insurance to ensure the center's long-term viability. Q: Will patients be able to afford care there? A: For patients worrying about costs, the health department has agreements with most private insurances as well as Medicare and Medicaid and offers a sliding fee scale for those without insurance coverage. "No one will be denied service because of an inability to pay," according to a health department/community health center statement. Q: Why are facilities like this needed? A: The establishment of this school-based health center addresses a critical need for primary health, oral health and mental health services within the Margaretta and Castalia communities, which currently face a lack of such accessible care options. By bringing these services directly into the school, the partnership between the health department/community health center and Margaretta Schools aims to alleviate these service gaps. "School-based health centers are invaluable in removing barriers to care, providing convenient access to essential health services right where students spend a significant portion of their day," Schade said. "This new center will be a cornerstone for health in Margaretta and Castalia." Added Joe Palmucci, the community health center's CEO: "By combining primary care, mental health support, dental services and pharmacy access under one roof, we are building a model that supports students, families and the entire region, making care more accessible and more connected than ever before." Q: How did this partnership with Margaretta Schools and Erie County come about? A: A strong, long-lasting relationship between those overseeing the health department/community health center and Margaretta Schools played a pivotal role in this facility's creation. The health department today provides essential school nursing services to Margaretta Schools. Additionally, the Erie County Health Department regularly uses its mobile health vehicle within the district, offering vital dental screenings and services to Margaretta students. At a recent event, all children who are on the twice-yearly dental schedule were found to have no cavities, highlighting the effectiveness of preventive care and the existing collaborative efforts. This collaborative initiative underscores the commitment of the Erie County Health Department, the Erie County Community Health Center and Margaretta Schools to fostering a healthier, more resilient community. Officials representing Margaretta Schools underscored how they're fully committed to this initiative. Beyond staffing professionals at the center on South Washington Street, district officials intend to accommodate these frontline health care workers at the new school setting when it opens in early 2027. "We have a great relationship with the Erie County Health Department," district superintendent Ed Kurt said. "The opportunity created by them, having a location in our district, will benefit our students, staff and the entire community. Access to physical health services, mental health services and dental health services is so beneficial." Q: Where can I learn more information about this center? A: People can contact the health department or Margaretta Schools for more information.
