Gov'ts pursuing water, sewer study

PERKINS TWP. — Political subdivisions across Erie County are coming together to explore how greater regional collaboration for utilities could help bring efficiencies and savings to residents. After initially being brought up this past fall, earlier this week, officials representing the governments of Erie County, Sandusky, Huron, Vermilion and Milan gathered to formally pursue a joint feasibility study, evaluating regionalization of water and sewer services. Here's what people should know: • The present-day situation: Across Erie County, multiple independent systems currently operate and maintain separate treatment plants, distribution networks and administrative functions. • The problem: While each community has built strong systems to serve local residents, officials said the rising costs of maintaining aging infrastructure and meeting modern regulatory standards are putting increasing pressure on utility rates paid by residents. • The possible future: The regional study will examine whether greater coordination — such as shared infrastructure, joint operations and/or regional service agreements — could reduce long-term costs while maintaining reliable service. • The importance: Water and sewer utilities are among the most significant expenses local governments manage. By studying regional approaches, leaders of political subdivisions can determine whether working together could create efficiencies that ultimately help keep rates as affordable as possible for residents. • The origins: The effort reflects recommendations from the Erie County Blue Ribbon Commission, which encouraged local governments to evaluate shared service opportunities that could reduce duplication and deliver services more efficiently. • The preliminary nature: Officials underscored how the study does not predetermine any changes to existing systems. Instead, it will provide a data-driven evaluation of potential cost savings, infrastructure needs, governance models and long-term financial impacts. • The hope: Officials said the collaborative process will help communities better understand whether regional solutions could provide long-term benefits for ratepayers while supporting sustainable infrastructure investment. • The timeline: Additional details regarding the study timeline and public engagement opportunities will be announced in the coming weeks. Results of the study will be shared publicly once completed, giving local leaders and residents the opportunity to review the findings and discuss possible next steps. As a note, this only impacts areas serviced by sewers. People who are on septic tanks will not be forced into a sewer system. Speaking up Several officials representing these governments spoke about this collaborative approach: • Stu Hamilton, Huron city manager: The city of Huron is always interested in ways to save our residents money. So when asked to assist in this study, we were interested in what options for saving money could be. Our focus will be on saving Huron residents money and looking at what any efficiencies may look like. We look forward to working with all of our local partners. • Matt Old, Erie County commissioner: We have heard, loud and clear, that people are tired of the high costs of government. We owe it to our community to look at every option to lower costs. Regionalism is a logical answer. Our local governments need to be looking for ways to work together to benefit all of the residents of Erie County. • John Orzech, Sandusky city manager: The city of Sandusky has a significant role in providing water and sewer services throughout our region. We have a long-standing relationship with Erie County, Huron and our neighboring communities built around our water and sewer services and infrastructure. I am open to exploring what regional efficiencies might be possible while making sure any outcomes are in the best interests of the residents of Sandusky. Regardless of what the study concludes, the fact that our regional partners are engaged in candid and open dialogue is itself already a positive outcome. • Russ Owens, Vermilion mayor: Erie County leadership understands the challenges its towns and townships face. My sense is that long-term solutions for our citizens must come from this collaboration. Combining resources and assets that solve and service multiple community issues is just smart, responsible government. Vermilion has been engaged with Erie County towards that end. • Kate Vargo, Sandusky ex officio mayor: We have a responsibility to explore every option that could improve service and lower costs for our residents. A regional water and sewer study will give us the objective data we need to make smart and collaborative decisions and, ultimately, ensure taxpayers across our region are getting the best possible value.
