Detective ditches Bogle family

Heather Bogle's family has been ignored by Detective Sean O'Connell, according to one family member, who wants a different detective and a different agency to take over the investigation of his sister's homicide."Nobody can even get a conversation out of the guy. He doesn't return phone calls," said Josh Feasel, Heather Bogle's brother.Heather Bogle was brutally killed in April. Her body was found inside the trunk of her car on April 9 at an apartment complex in Clyde. She'd been shot twice and beaten.O'Connell identified two people as suspects, one of whom has been in the county jail since May. Omar Satchel is scheduled for trial next week on theft and weapons charges, but he was never charged in Bogle's death. In media reports it appears he initially indicated the weapon had been recovered, but that impression was later corrected after the Register asked about it, specifically.Feasel said family members believe Satchel might be responsible for killing Heather, or he might know who killed her.But O'Connell hasn't been straight with the family, he said, and the detective hasn't followed several leads he's been given, or looked at other potential suspects."What O'Connell did in the beginning was this...he would tell slips of (information) and tell one person 'oh, don't tell Josh' or 'don't tell Richard' or 'don't tell Renae' or 'don't tell Jennifer.'" Feasel said, referring to other family members."This way he played everyone against each other to minimize everyone's ability to come together as a team."O'Connell also refuses to respond to inquiries from the Register. He contends its reporting is inaccurate, but he generally does not provide any specific information with his complaints and does not respond to followup requests. Sheriff Kyle Overmyer, chief deputy Bruce Hirt and Sandusky County Prosecutor Tom Stierwalt all have not responded to written inquiries about Feasel's concerns. They also did not contact Feasel after his complaints about the detective, and others, were detailed in writing to them.Families waitIn the 11 months since she was killed, authorities never conducted a news conference or provided any formal update to the community about the status of the investigation. They have not responded to most of the questions sent to them from Register, ignoring the inquiries and telephone messages without acknowledging receipt.O'Connell has been involved in numerous other high-profile investigations during which family members of other victims made complaints about him similar to what Feasel said is occurring now — that O'Connell does not return phone calls and provides contrasting information, to different people, at different times.Sheriff Overmyer has come under fire for mismanaging the sheriff's office, failing to take an active role in the investigation or address criticisms of O'Connell. Overmyer faces a challenge for the Republican nomination to run for sheriff in the fall from Clyde police Chief Bruce Gower, who's been critical of how O'Connell's handled the probe. Two other law enforcement officers — retired Sandusky County sheriff's detective James Consolo and Perkins Township police Lt. Chris Hilton, a county resident — both said earlier this month they would file as independent candidates for sheriff on the November ballot.All three contend Overmyer has allowed this investigation, and others, to be mishandled.The previous investigations in which authorities failed to effectively communicate with family members resulted in several lawsuits, state investigations and a number of complaints about the detective and other law enforcement officials. Who killed HeatherO'Connell told Feasel the other suspect — Keyona Bor — has a connection to another homicide that likely is drug related."He said he tried to charge Keyona Bor's 'baby daddy,' his words, before with murder but couldn't get him. So they settled for selling cocaine."O'Connell, Overmyer, Hirt and Stierwalt all refused to answer questions about whether Bogle's homicide was related to that previous homicide. They also refused to identify the victim in that previous case or say whether anyone was ever charged.The Register has attempted for months to determine exactly how many unsolved homicides there are in Sandusky County and details about those cases, but Overmyer and O'Connell refuse to cooperate with those efforts.Julian Kiser, the father of Bor's children, was convicted of aggravated drug trafficking in 2014. He was sentenced to 10 years in prison.It's unknown exactly how Kiser's arrest and incarceration might be related to the killing of Heather Bogle, other than Bor being named a suspect by O'Connell.Both Bor and Satchel deny any involvement Bogle's death.They both also contend O'Connell told each of them he knew they weren't responsible, but he intended to charge them with her murder anyway.Failing forensicsFeasel said O'Connell told him a knife was recovered from Satchel after he was arrested about a month after Bogle was killed, and there was a blond hair on the weapon. But the hair proved inconclusive, the detective said, because the root of it had been cut away prior to when it was recovered.Authorities refused to say whether they had determined if the knife was used in the attack on Bogle that led to her death.The detective also told Feasel a hair from an African American was recovered from Heather's body. But the detective told him months later the hair turned out to be from one of the investigators, Feasel said.It's unknown whether any of the investigators from the sheriff's office, or the state Bureau of Criminal Investigation, are black, or how the crime scene where Heather Bogle's body was recovered became contaminated. It's also unknown how the hair was pinpointed back to an investigator.
