Sandusky sets 2026 budget

SANDUSKY — For the fifth straight year, Sandusky officials backed a record-setting budget. During a recent public meeting, city commissioners authorized the local government's everyday operating budget, which totals $33.7 million. Also known as the general fund, it's an account funding the most important services Sandusky offers — think police, fire, parks, recreation, road maintenance, trees, parks as well as salaries for employees to carry out their civic duties, among others — to residents, community members, tourists and others. At the time of approval, early in a given calendar year, this $33.7 million figure represents the highest amount in Sandusky's general fund history, topping the previous marks originally set in 2025, $32 million; in 2024, $30.7 million; in 2023, $29.3 million; and in 2022, $25 million. The 2025 number, however, ended up totaling $35.6 million at year's end, as Sandusky's government received more-than-expected money through local taxing sources. This often happens. It also occurred in 2024 with that figure jumping up to $34 million. City officials emphasized how the booming budget still provides enough flexibility to aggressively, yet efficiently, carry out public services Sandusky provides through this fund. "This budget keeps the city financially stable while maintaining the services residents rely on," city finance director Michelle Reeder said. "It maintains core city services, is based on realistic revenue expectations and allows the city to continue investing in infrastructure and community priorities." Yet there's still reason for some concern, according to Reeder. "Like many communities, Sandusky's revenues are heavily influenced by the tourism economy," Reeder said. "The budget is built using conservative projections and historical data that have proven to be reliable, though there are always variables outside the city's control. We review revenues and expenses monthly and make adjustments when necessary to keep the budget balanced and fiscally responsible." Sandusky's government does manage other budgets outside of the general fund. This would include accounts for utilities, such as water and sewer, as well as large-scale projects, like major building upgrades. What's the surplus? The city closed out its 2025 books with a $6.6 million cash balance, about the same amount from a year ago. "We target to have a cash balance equal to 15% to 20% of our annual expenditures," city manager John Orzech said. At $6.6 million, this would equate to being just about 20% of Sandusky's $33.7 million general fund. "This cash balance helps the city maintain operations and provides stability during difficult times," Orzech said. "Our credit rating is also affected by the amount of cash reserves. This cash reserve provides necessary reserve funds in times of need."
