Vermilion selects new police chief

VERMILION — He's gradually risen through the ranks, learning about all facets of his local law enforcement agency this past quarter-century. And now he's reached his career pinnacle, destined to become the department's top-ranking official, tasked with overseeing the safety and protection of locals, visitors and all other Vermilion stakeholders. During a recent public meeting, city officials named Vermilion police Detective Sgt. Scott Holmes as the agency's next chief. He'll assume the organization's top-ranking position on April 10, coinciding with when Chris Hartung — the present-day chief and department leader for about 10 years now — will retire. Bio blast Holmes has served with Vermilion police since 2001, working his way up from patrol officer to corporal, sergeant and, most recently, detective sergeant. He previously served as the department's K-9 handler, marine patrol officer along with firearms and Taser instructor. "I started my law enforcement career in 1999 and joined the Vermilion Police Department two years later," Holmes said. "I've been fortunate to serve this community in many ways, and I'm proud to call Vermilion my home." Holmes has attended more than 175 training classes and earned multiple commendations, including two Officer of the Year Awards and several lifesaving citations. He earned an associate's degree in justice systems and police science from Lorain County Community College in 2022. Holmes and his wife, Jenifer, have lived in Vermilion since 2005 where they raised their children and now help raise their grandson. Challenges ahead As he prepares for the transition, Holmes said his top priority is managing a series of changes across both the department and city government. Vermilion will soon welcome a new mayor, new city council members and a new judge. The police department will also be moving into a new facility expected to open in early 2026. "Ensuring that our members are properly trained and equipped for their new roles and that service to citizens isn't disrupted during this transition will be a top priority," Holmes said. Holmes described his leadership approach as a mix of transformational leadership and leading by example, encouraging officers to share ideas and contribute to improving operations. He also emphasized community policing as a core philosophy, pointing to programs like the school resource officer initiative, marine patrol and outreach efforts, such as Did the Right Thing, which rewards children for positive behavior with ice cream vouchers from Romp's Dairy Dock. "The partnership between (Vermilion police) and the community isn't optional: It's a necessity for effective public safety," Holmes said. Learning from past leaders Holmes credited Hartung and the late Chief Bob Kish for shaping his values and approach to leadership. "I've learned that integrity is the top priority in policing," he said. "Chief Hartung has shown me the value of delegation and trusting your team." Holmes said his goals as chief will focus on strengthening community partnerships, continuing officer training and maintaining a high standard of professionalism. "If I had to summarize our mission in three words, they'd be integrity, community service and professionalism," Holmes said.
