SANDUSKY — This fall, Sandusky voters have the power to potentially change up to three local laws. Those registered for November's election living within city borders can weigh in on a trio of what's known as city charter changes. The charter acts as Sandusky's version of a constitution, effectively a guiding document for operating city government affairs. The charter provides bylaws, helping to govern action taken by commissioners. Any major changes to Sandusky's charter must receive approval by three groups in the following order: 1. A majority of members on the charter review committee, which occurred earlier this year; A few months ago, the seven elected city commissioners each picked two city residents to serve on a 14-member charter review commission. The charter review commission suggested potential law changes. 2. From this list of proposals, city commissioners approved three such potential changes. 3. Before any proposal becomes a law, a majority of voters in a citywide electoral contest — such as November's general election — must approve each one by a majority vote. This coming week, Sandusky residents can expect to receive a mailer detailing this concept and each issue in depth. All seven commissioners — Dick Brady, Richard Koonce, Jeff Krabill, Dennis Murray Jr., Steve Poggiali, Kate Vargo and Dave Waddington — signed the document. Approving these issues, they said, would provide more flexibility to speed up hiring processes; clarity in its ethics laws; and modernize outdated purchasing rules. Statements are provided by the mailer: Erie County ballot issue No. 3/Sandusky charter issue No. 1 • Language shown on the ballot: "Amend Section 27 of the charter of the city of Sandusky to allow the civil service commission to have all the powers of self-government permitted by the state of Ohio, therefore permitting use of an open eligibility list and allowing for a more efficient hiring of employees, such as police officers." • What that means: "This change would allow Sandusky's civil service commission to set its own hiring rules. Currently, the charter requires the city to follow state procedures that are more rigid and time-consuming.
