Ohio bill would increase penalties for killing a first responder

A pair of Ohio lawmakers recently proposed new legislation that would increase the penalties for those who murder a peace officer or other public servants. House Bill 372, or the Larry Henderson Act, if approved, states that an adult offender would face a sentence of either the "death (penalty) or life without the possibility of parole if the victim is a peace officer, prosecutor, first responder or military member." The proposed legislation is named after Hamilton County Sheriff's deputy Larry Henderson, who was fatally struck by a vehicle in May while directing traffic for the University of Cincinnati's commencement ceremony. House Bill 372 was proposed by state Rep. Cindy Abrams, R-Harrison, and co-sponsored by state Rep. Phil Plummer, R-Dayton. "Our first responders should be able to do their jobs without fear of violent retaliation," Abrams said. "And the families of deceased first responders shouldn't have to go through the stress and grief of wondering whether or not the parole board will keep their loved ones' murderer behind bars." Local support Sandusky police Chief Jared Oliver and Erie County Sheriff Paul Sigsworth both expressed strong support for the bill. "Public servants are the backbone of our communities, risking their lives to ensure our safety, uphold justice and protect our freedoms," Oliver said. Prosecutors maintain the rule of law, while military personnel defend our nation with unwavering dedication," Oliver added. "This bill honors their invaluable contributions by ensuring severe consequences for those who target them, providing justice and security for those who serve us all." Sigsworth said he appreciates the bill's sponsors, Abrams and Plummer, for recognizing the need to pass legislation that further protects first responders from extreme violence. Both Abrams and Plummer have prior experience in law enforcement before being elected as state representatives. Sigsworth added that in addition to EMTs and firefighters, he would also like to see corrections officers in jails and prisons included among those who would be protected, as they are also at high risk of experiencing violence while working. "Corrections officers at both the state and local levels are often subjected to violent assaults while performing their duties in detention facilities and prisons," Sigsworth said. House Bill 372 was introduced to the House on June 23. It is unclear when another hearing will be scheduled for this bill.
