Port Clinton establishes new rules for renters

PORT CLINTON — Short-term rental properties in Port Clinton are now subject to new rules and regulations. The directives resulted from a recent ordinance approved by city council. All seven council members — Beth Gillman, Jerry Tarolli, Pat Hovis, Cathy King, Richard Morgan, Kelly Gangle and Margaret Phillips — unanimously voted in favor of the ordinance. Sandye Ostheimer, the city's clerk of council, said these newly established rules and regulations were "instituted to promote the safety and desirability of Port Clinton for residents and visitors 365 days per year that short-term rental properties meet minimum safety and sanitation requirements and minimize potential nuisances to neighbors." These regulations include properties featured on online booking platforms such as Airbnb and Vrbo. City officials said rentals have increased within the past decade. Now renters and landlords must follow the law, which: • Requires functional smoke and carbon monoxide detectors and fire extinguishers • Stipulates a local person to respond to emergencies and complaints quickly • Mandates compliance with trash collection requirements • Outlines parking restrictions • States noise levels must be reasonable, depending on the time of day • Limits occupancy to two guests per bedroom plus two additional guests • Provides a mechanism for penalties if people don't adhere to these rules All short-term rental operators must register annually with the city and be issued an operating certificate before rental activity can occur. Registration will begin on March 1 of each calendar year and will conclude on the last day of February of the following calendar year. The initial registration fee is $300, and rental operators are advised to contact City Hall at 419-734-5522 to begin registration.
