Charge dropped

A menacing charge against the brother of homicide victim Heather Bogle was dropped a day after the Register reported former Sandusky County sheriff's Detective Sean O'Connell filed a complaint against him.The Perrysburg city prosecutor's office dismissed the charge without prejudice, Lake Township police Chief Mark Hummer said today, meaning the charge could be re-filed. O'Connell, who quit his job as a detective with the sheriff's office in September rather than face potential termination for alleged wrongdoing, was working as a manager at the Libbey Road McDonald's restaurant in December when he alleged Josh Feasel, Heather Bogle's brother, came through the drive-through and said "bang, bang" to him and then drove away, O'Connell said Feasel also came into the restaurant a short time later and repeated the statement.Feasel declined comment when reached last week and asked about the allegation.He had been highly critical of O'Connell in the way the detective was conducting the investigation of his sister's homicide. Heather Bogle's body was found April 10, 2015, in the trunk of her car parked outside a Clyde apartment building.O'Connell allegedly leaked the entire confidential case file of his investigation to a friend, and also allegedly improperly leaked the names of targets and confidential informants in ongoing drug investigations being conducted by the sheriff's office. In addition, he allegedly leaked confidential financial records from the sheriff's office to another friend."Mr. O'Connell had become less cooperative," Chief Hummer told the Register.After the Register reported the aggravated menacing charge O'Connell told police he no longer wanted to pursue it, Hummer said."I'm a little concerned there's a lack of cooperation from the victim now," the chief said Monday. Hummer said he is continuing to review the complaint.The warrant charging Feasel with aggravated menacing was dismissed, he said. O'Connell remains under investigation for the incidents that occurred while he was a detective. A Lorain County sheriff's detective, acting as an independent agency, referred his report to the Sandusky County prosecutor's office last August to determine whether criminal charges should be filed. Since then, the Ashland County sheriff's office was asked to conduct a second investigation of O'Connell for undisclosed allegations of wrongdoing.
